Philencia’s leadership emphasizes rider dignity, trauma-informed communication, confidentiality, and consistent service.
Tammy D. Dupree, Chief Operating Officer (COO), has over 20 years of transportation operations experience, including more than six (6) years as Assistant General Manager at Tar River Transit. Tammy’s operational strengths include dispatch management, driver performance systems, safety culture, route efficiency, capacity planning, and consistent day-to-day service delivery.
Together, Philencia and Tammy combine a care-centered service philosophy with proven transportation operations leadership to deliver a dependable model focused on reducing missed rides, improving rider experience and professionalism, building predictable scheduling and communication routines, protecting confidentiality, and maintaining safety-ready vehicles and safety-ready drivers.
